{"id":27841,"date":"2021-11-22T10:45:15","date_gmt":"2021-11-22T10:45:15","guid":{"rendered":"https:\/\/www.anhri.info\/?p=27841"},"modified":"2021-11-22T10:45:15","modified_gmt":"2021-11-22T10:45:15","slug":"egypt-end-harassment-of-rights-defender","status":"publish","type":"post","link":"https:\/\/www.anhri.info\/?p=27841&lang=en","title":{"rendered":"Egypt: End Harassment of Rights Defender"},"content":{"rendered":"<p>(Beirut) \u2013 <a href=\"https:\/\/www.hrw.org\/middle-east\/n-africa\/egypt\">Egyptian<\/a> authorities should cease the harassment and persecution of prominent human rights defender and journalist, Hossam Bahgat, who faces abusive charges intended to punish him solely for exercising his right to freedom of expression and his human rights activism, 46 human rights organizations said today.<\/p>\n<p>The verdict in the trial of Hossam Bahgat, executive director and founder of the Egyptian Initiative for Personal Rights (EIPR), is <a href=\"https:\/\/eipr.org\/en\/press\/2021\/11\/verdict-hossam-bahgat%E2%80%99s-trial-be-pronounced-29-november\">expected<\/a> on November 29, 2021. Bahgat is charged with \u201cinsulting the Elections Authority,\u201d \u201cspreading false news,\u201d and \u201cusing a social media account to commit these crimes\u201d in response to a <a href=\"https:\/\/twitter.com\/hossambahgat\/status\/1342575348937084933\">tweet<\/a> he posted criticizing the former head of Egypt\u2019s National Elections Authority, the late Lashin Ibrahim, for his oversight of parliamentary elections. This case is the latest salvo in a years-long campaign targeting Hossam Bahgat who is well-known for his human rights activism and investigative journalism.<\/p>\n<p>\u201cThe Egyptian government needs to halt its relentless persecution of Hossam Bahgat,\u201d said <a href=\"https:\/\/www.hrw.org\/about\/people\/joe-stork-0\">Joe Stork<\/a>, deputy Middle East and North Africa director at Human Rights Watch. \u201cThese endless legal proceedings look like a clear reprisal against Bahgat\u2019s storied legacy of defending human rights.\u201d<\/p>\n<p>The charges against Bahgat carry a penalty of up to three years in prison and a fine of up to EGP 330,000 (US$19,000) under Egypt\u2019s penal code and <a href=\"https:\/\/www.amnesty.org\/en\/documents\/mde12\/2240\/2020\/en\/\">2018 cybercrime law<\/a>.<\/p>\n<p>In 2016, the authorities arbitrarily <a href=\"https:\/\/www.hrw.org\/news\/2016\/11\/02\/egypt-lift-abusive-arbitrary-travel-bans\">banned<\/a> Hossam Bahgat from traveling and <a href=\"https:\/\/www.hrw.org\/news\/2016\/09\/20\/egypt-ruling-risks-eradicating-human-rights-work\">froze<\/a> his assets in relation to Case 173, known as the infamous \u201cforeign funding\u201d case, a decade-long abusive criminal investigation that targeted dozens of nongovernmental organizations \u2013 unjust restrictions that remain in place today. In <a href=\"https:\/\/www.amnesty.org\/en\/latest\/press-release\/2021\/07\/egypt-crackdown-on-human-rights-defenders-continues-amid-ongoing-foreign-funding-investigation\/\">July 2021<\/a>, an investigative judge in Case 173 summoned Hossam Bahgat and interrogated him on the basis of investigations by the notorious National Security Agency (NSA) accusing him of inciting the public against state institutions. While the investigative judges dropped their investigations against <a href=\"https:\/\/www.madamasr.com\/en\/2021\/10\/21\/news\/u\/four-more-ngos-in-the-clear-in-decade-old-foreign-funding-investigation\/\">75 NGOs and some 220 activists and employees<\/a>, Hossam Bahgat and the EIPR remain subject to the ongoing investigation. In November 2015, Egyptian authorities unlawfully <a href=\"https:\/\/www.hrw.org\/news\/2015\/11\/09\/egypt-free-journalist-facing-military-prosecution\">detained<\/a> Bahgat for three days on charges of publishing false news following his <a href=\"https:\/\/www.madamasr.com\/en\/2015\/10\/14\/feature\/politics\/a-coup-busted\/\">investigation<\/a> published by the independent news site Mada Masr detailing the military trial of several military officers in relation to a plan to overthrow the government.<\/p>\n<p>\u201cThe Egyptian government\u2019s retaliation against Hossam and other EIPR leaders is a threat to the human rights community in Egypt and part of a pattern that threatens to cripple civil society,\u201d said Mohamed Zaree, head of the Egypt program\u00a0at the Cairo Institute for Human Rights Studies. \u201cWe strongly condemn this clear pattern of harassment and intimidation against Hossam Bahgat solely because he insists on exercising his right to free expression.\u201d<\/p>\n<p>In November 2020, three top EIPR staff members \u2013 Gasser Abdel-Razek, Karim Ennarah, and Mohamed Basheer \u2013 were <a href=\"https:\/\/www.hrw.org\/news\/2020\/11\/16\/egypt-leading-rights-group-official-arrested\">arrested<\/a> and detained for several days on unfounded terrorism charges following their meeting with European diplomats about Egypt\u2019s human rights crisis. They were released within days following a global outcry but all three remain subject to travel bans and asset freezes.<\/p>\n<p>In February 2020, the authorities <a href=\"https:\/\/www.hrw.org\/news\/2020\/02\/12\/egypt-rights-activist-detained-allegedly-tortured\">arrested<\/a> Patrick George Zaki, a gender and sexuality rights researcher at EIPR, on his arrival at Cairo Airport from Italy, where he had been studying. During his detention, NSA officers subjected him to <a href=\"https:\/\/www.hrw.org\/news\/2020\/02\/12\/egypt-rights-activist-detained-allegedly-tortured\">torture<\/a> through the use of electric shocks and beatings, according to sources familiar with the case.
