{"id":24363,"date":"2021-06-02T12:03:47","date_gmt":"2021-06-02T12:03:47","guid":{"rendered":"https:\/\/www.anhri.info\/?p=24363"},"modified":"2021-06-02T12:03:47","modified_gmt":"2021-06-02T12:03:47","slug":"egypt-hope-coalition-detainees-must-be-immediately-released-after-nearly-two-years-of-wrongful-imprisonment","status":"publish","type":"post","link":"https:\/\/www.anhri.info\/?p=24363&lang=en","title":{"rendered":"Egypt: Hope Coalition detainees must be immediately released, after nearly two years of wrongful imprisonment"},"content":{"rendered":"<p dir=\"ltr\">The undersigned organizations call for the immediate release of those <a href=\"https:\/\/cihrs.org\/egypt-citizens-lack-of-trust-in-the-justice-system-is-the-real-danger\/?lang=en\">detained<\/a> in the Hope Coalition case (case no. 930 of 2019) and for the dismissal of all charges against them. As the two-year maximum lawful duration of their pretrial detention approaches, the signatory organizations are concerned that the authorities will circumvent their legal obligation to release them, either by bringing new charges in a different case\u2014a practice known as \u201c<a href=\"https:\/\/cihrs.org\/?s=recycling&amp;lang=en\">recycling<\/a>\u201d cases\u2014or by referring them to trial for exercising their constitutionally-guaranteed political rights. We further demand that the names of the thirteen \u00a0people held in connection with the same case, among them <a href=\"https:\/\/cihrs.org\/egypt-prison-sentence-against-human-rights-defender-zyad-elelaimy-represents-politically-motivated-vengeance\/?lang=en\">Zyad el-Eleaimy<\/a> and <a href=\"https:\/\/cihrs.org\/egypt-release-ramy-shaath\/?lang=en\">Ramy Shaath<\/a>, be removed from the designated <a href=\"https:\/\/cihrs.org\/egypt-in-conjunction-with-the-ramy-shaath-and-zyad-el-elaimy-appeal-hearing-letter-to-ambassadors-concerning-egypts-use-of-terror-lists-to-suppress-human-rights-defenders\/?lang=en\">terrorism lists.<\/a> The Court of Cassation is slated to hear their appeal on 9 June.<\/p>\n<p dir=\"ltr\">The Hope Coalition case began in June 2019 when police raided the homes of several political activists, journalists, human rights defenders, and businessmen, some of whom were building a secular democratic coalition comprised of a \u00a0diverse array of \u00a0political parties, movements, and independent figures with the aim of running in the parliamentary elections in November of that year. Yet in line with the Egyptian government\u2019s policy of eliminating any genuine political opposition, they were denied the exercise of their legitimate right to political participation and were charged with terrorism-related crimes.<\/p>\n<p dir=\"ltr\">Some of the defendants in the case were released earlier, such as labor activist Ahmed Tamam, \u00a0who was released on bail in October 2020.\u00a0 But in yet another instance of the illegitimate practice of \u2018recycling\u2019 cases, the prosecution added him to a new case as soon his release order was issued. He was then brought before the Supreme State Security Prosecution in case no. 1065 of 2020 \u00a0in connection with fabricated charges based on National Security investigations.<\/p>\n<p dir=\"ltr\">Defendants in the Hope Coalition case include prominent leaders in Egyptian politics and civil society; Zyad el-Eleaimy was a lawyer, former parliamentarian, and a leader\u00a0 of the Egyptian Social Democratic Party while Ramy Shaath was the coordinator of the Boycott, Divestment, and Sanctions (BDS) movement in Egypt. Other defendants<\/p>\n<p dir=\"ltr\">include political activist <a href=\"https:\/\/www.madamasr.com\/en\/2021\/01\/07\/feature\/politics\/hossam-moanis-a-backstage-force-in-oppositional-politics\/\">Hossam Mo\u2019anes<\/a> and \u00a0leftist journalist<a href=\"https:\/\/cpj.org\/data\/people\/hisham-fouad-mohamed-abdelhalim-hisham-fouad\/\"> Hisham Fouad;<\/a> labor activists Hassan Barbary and Alaa Essam, writer and economist Omar el-Shenety, businessmen Osama al-Aqbawi and Mustafa Abdel Moez. They were charged by State Security with participating in a terrorist group and publishing and disseminating false news on social media; some of the defendants were charged with funding and equipping the terrorist group.<\/p>\n<p dir=\"ltr\">The Hope Coalition detainees are suffering from willful medical neglect, amid rising fears of the <a href=\"https:\/\/cihrs.org\/egypt-overcrowded-prisons-will-become-epicenters-of-coronavirus-outbreak-unless-some-detainees-immediately-released\/?lang=en\">spread<\/a> of Covid-19 in <a href=\"https:\/\/cihrs.org\/egypt-at-the-risk-of-public-health-prisoners-of-conscience-continue-to-be-added-to-egypts-overcrowded-prisons\/?lang=en\">prisons<\/a>; some of the detainees have chronic illnesses that require urgent treatment. \u00a0El-Eleaimy has asthma, high blood pressure, and a rare autoimmune disease; \u00a0he was also diagnosed with <a href=\"https:\/\/almanassa.com\/ar\/story\/13626?fbclid=IwAR2QkBxX6lWu5nGjt1M86l0j9oSPNPEkqXz4aOhqqQwZsrX2Y1IKSbRPLVI\">cardiac edema<\/a> during his confinement. Alaa Essam, a member of the Egyptian Forum for Labor Relations, was assaulted while being held at National Security offices in Suez prior to interrogation. It was <a href=\"https:\/\/ecesr.org\/%D9%85%D8%AA%D9%87%D9%85%D9%88%D9%86-%D8%A8%D8%A7%D9%84%D8%A3%D9%85%D9%84-%D8%AD%D8%B3%D8%A7%D9%85-%D9%85%D8%A4%D9%86%D8%B3-%D8%A8%D8%B1%D9%88%D9%81%D8%A7%D9%8A%D9%84\/\">reported<\/a> that Mo\u2019anes, a founder of the Popular Current Party, is being denied exercise and visits, while journalist Hisham Fouad is being <a href=\"https:\/\/socialistworker.co.uk\/art\/51097\/Fears+grow+for+the+health+of+Egyptian+detainee+Hisham+Fouad\">held<\/a> in poor conditions lacking adequate ventilation and sanitation, and suffers from back pain while being deliberately denied healthcare.<\/p>\n<p dir=\"ltr\">Egypt\u2019s National Security and <a href=\"https:\/\/cihrs.org\/egypt-public-prosecution-must-fulfil-its-role-in-conducting-independent-investigations-not-state-security-investigations\/?lang=en\">Public Prosecution<\/a> continue to increasingly recycle or bring new cases on trumped up charges against political activists and human rights defenders after their release in previous cases, with the aim of keeping them behind bars indefinitely in retaliation for their peaceful political dissent. The undersigned organizations fear that this policy will be pursued with the Hope Coalition detainees, as it was recently with <a href=\"https:\/\/cihrs.org\/egypt-human-rights-organizations-condemn-detention-abdel-moneim-aboul-fotouh-opposition-candidates-critics-presidential-elections-continue-face-imprisonment-reprisals\/?lang=en\">Adel Moneim Aboul-Fotouh<\/a>, president of the Strong Egypt Party and once-aspiring opposition candidate in the 2018 presidential elections, and his deputy <a href=\"https:\/\/www.madamasr.com\/en\/2020\/08\/11\/news\/politics\/state-security-prosecution-keeps-two-activists-in-detention-with-fresh-charges\/\">Mohamed Qassas<\/a>. Rights defenders <a href=\"https:\/\/www.frontlinedefenders.org\/en\/case\/detention-ibrahim-ezz-el-din\">Ibrahim Ezz el-Din<\/a> and <a href=\"https:\/\/www.fidh.org\/en\/issues\/human-rights-defenders\/egypt-extension-of-the-preventive-detention-of-mr-ibrahim-metwally\">Ibrahim Metwally<\/a>, alongside <a href=\"https:\/\/cpj.org\/2020\/09\/egypt-files-new-charges-against-3-journalists-held-in-pretrial-detention-since-2019\/\">journalists<\/a> Esraa Abdel Fattah and \u00a0Mohamed Saleh, and graduate student <a href=\"https:\/\/www.omct.org\/en\/resources\/urgent-interventions\/egypt-new-charges-against-masters-student-ahmed-samir-santawy\">Ahmed Samir<\/a>, \u00a0are also several of many recent cases of Egyptian citizens unjustly ensnared in the prison system on the illegitimate basis of recycled cases.
