    Charges: Securing a deal with the German company UTSCH, after it filed a report to the two ministers Youssef Boutros Ghali, former Minister of Finance, and Habib El-Adly, demanding to allow it, upon a direct order, to export license plates for a total of 22 million euros, equivalent to 176 million Egyptian pounds at that time.
